Dr. John W. Collins, Jr. is a proven leader, mentor, administrator, teacher and lifelong learner with over 30 years of experience between the United States Army and several educational institutions. He has served in a wide range of leadership positions from mid-level through the executive level. These positions encompassed responsibilities over material, facilities (93 buildings) and equipment totaling over $9.7 billion.
During his career, Collins has supported over two million students for secondary and adult grade levels through the doctorate, using ubiquitous technology. Additionally, he successfully performed all major public managerial and administrative functions: accounting, administration, budgeting, communications, executive leadership, finance, information management, marketing, operations, personnel, policy analyses, program evaluation, recruiting, staff development, teaching adults (cognitive grade levels 8-20+), technology integration, and training management. His duties have included downsizing, reinvention techniques, Total Quality Management (TQM) initiatives, reengineering, and operational research with public service "think tanks," such as RAND and LMI.
Collins retired from the US Army in February 1998 after nearly 23 years of active duty, attaining the rank of lieutenant colonel, where he effectively maintained national security at the levels of SECRET and TOP SECRET. He is a Certified Protection Professional (CPP) by the American Society for Industrial Security (ASIS)–International.
Collins mentors numerous active and retired senior US Army officers, administrators of higher education institutions, K-12 administrators and diverse mid-level leaders from 25 different states. His guidance is consistently sought to improve leadership, management and policy within their respective organizations.

Dr. Collins holds civilian degrees from the University of the State of New York-Regents External Degree, now Excelsior College (A.S.), Columbia College (B.A.), the University of Oklahoma (M.P.A.), and Seton Hall University (Ed.D.). He is also a graduate of the Infantry, Quartermaster and Ordnance Officer Advanced Courses, the Combined Arms and Services Staff School, the Command and General Staff Officer College, the Logistics Executive Development Course, and the Air War College.
He is State President for New Jersey and, a life member Association of the United States Army (AUSA), life member of the Disabled American Veterans (DAV)–the New Jersey (NJ) Chapter 43, Quartermaster of the Veterans of Foreign Wars (VFW)–Post 2856 in Livingston, NJ, Commander of the American Legion (AL)–Post 201 in Livingston, NJ, and an associate member of the Fraternal Order of Police (FOP)–Newark, NJ Lodge 12.
Dr. Collins is a highly decorated disabled veteran with over 40 awards and decorations, including the prestigious Presidential Certificate of Appreciation, and the Legion of Merit. He is also a recipient of the New York State Conspicuous Service Cross (12 awards), New York State Conspicuous Service Star (three awards), New Jersey State Meritorious Service Medal, George Washington Freedom Foundation Medal, and induction into the Kappa Delta Pi International Honor Society. Since November 2002, he has been included in the Marquis Who's Who in America (57th-62nd eds., 2002-2008) and Marquis Who's Who in the World (21st-23rd eds., 2003-2005) as an educator, technologist and retired military officer. In March 2006, Dr. John W. Collins, Jr. was inducted into the United States Army’s Officer Candidate School (OCS) Hall of Fame (Inductee # 38-06). Less than one percent of all OCS graduates (with over 500,000 commissioned officers since World War II), have been inducted–now part of the National Infantry Museum.
Currently, Dr. Collins serves on the faculty at New Jersey City University in the College of Professional Studies with the Department of Professional Security Studies. His teaching and research interests are adult education, critical thinking, cyber security, distance learning, leadership, and technology.
